City expects to take on Senior Citizens project after receiving CDBG funding

Lemoore City Council members will get an update on the status of a Community Development Block Grant (CDBG) of $1,419,391 it received recently for public facility improvements for the Lemoore Senior Center.

The grant funds will be used to bring the 25-year-old facility up to code, repair damage due to age, improve energy efficiency and install solar energy for long-term savings.

In a memo from Interim Planning Director Judy Holwell, she states that in 2013, council entered into an agreement with the Kings Community Development Corporation (KCDC) to write the grant on the city’s behalf and administer it. After received notification that the grant was awarded, the city subsequently learned that in order to have another entity work on the city’s behalf, a sub-recipient agreement was needed.

During a meeting to learn more about the sub-recipient process, city officials met with CDBG officials and learned that under the CDBG’s terms and conditions, the city cannot use KCDC as the city’s sub-recipient.

“City staff determined that the project can be managed by the city,” said Holwell, “with outside assistance for compliance with the National Environmental Protection Act study and compliance with Davis Bacon wages.”

Holwell said that her staff will work with the Senior Center to determine the improvement priorities to maximize the funds available, while reducing the operational costs, in the categories or health, safety, and code compliance; as well as operational efficiencies and water conservation.

The overall project needs to be completed by October 31, 2017.
