Letters: Will City of Lemoore get a ticket for this water runoff?

Does the City of Lemoore have an exemption that allows water to run down the sidewalks? I was ticketed last year for this offense.

This photo was taken on April 9 at 6:20 a.m. That is less than 48 hours from the last rain event at approximately 5 p.m. on April 7, 2015.

The second photo is from Sept. 14, 2014. The dog park was under water. They told me a spigot was vandalized and it filled the place with 12 inches of water. That has to be an acre foot of wasted water. A timely response to this letter would be appreciated.
