Lemoore Police arrest three Visalia suspects in early morning vehicle thefts

Reports of a suspicious vehicle in the Golf Avenue and Golf Links Drive area prompted the Lemoore Police Department to investigate. The call came in at about 5:30 a.m. on Nov. 30 and police officers promptly responded.

While Lemoore officers checked the area, a witness reported that he saw two males running from his neighborhood. Officers located the two suspects sitting in a Honda Pilot parked nearby. Police also found a third suspect attempting to leave the area on foot. 

Police identified the two suspects (in the vehicle) as See Bounthan, 30, and Khaseng Thao, 35, both from the Visalia area. Officers also later identified another suspect, Billy Xiong, 24, also from Visalia. Police found Xiong’s ID in the Honda.

As police officers continued their investigation, another call came in regarding an attempted vehicle break-in. A caller indicated that a car alarm might have scared the suspect.

In their search of the vehicle, police discovered a large amount of what appeared to be stolen property, ID’s, and credit cards.  Police contacted the owners of the property and identified at least two victims.

After obtaining victims’ statements and suspects’ statements, Lemoore officers arrested the three subjects. 

See Bounthan, Khaseng Thao, and Billy Xiong were arrested and booked into the Kings County jail for the violations of possession of stolen property, and conspiracy.  Bail was set at 10,000 dollars each.
