On July 23, at about 1 a.m., a Kings County Deputy Sheriff was driving south on 16th Avenue near Idaho Avenue behind a Chevrolet Suburban with Nevada license plates when suddenly a nearly two-hour chase occurred.

The deputy, who later identified the driver as Ryan Mcgovran, 28, saw that the suspect failed to stop at the four-way stop at 16th and Idaho Avenues. Instead, he appeared to drive through the intersection at around 20 miles per hour.

After clearing the intersection, the suspect, Mcgovran, accelerated and drove away at high speed. The deputy activated his lights and siren to initiate a traffic enforcement stop. However, the suspect refused to pull over, and a pursuit ensued.

The car chase continued for over two hours as the suspect and deputies drove throughout Kings County and parts of Tulare County. Mcgovran, said deputies, drove on surface streets, dirt roads, and through orchards which caused large amounts of billowing dust. Deputies were unable to pursue the suspect due to dusty conditions continuously.

The Kings County Sheriff’s Office, KCSO Air-1, was in the skies overhead and tracked the suspect as he attempted to elude authorities.

Air-1 advised deputies that the Chevrolet was disabled, and Mcgovran ran from the vehicle into a nearby dairy. The suspect attempted to hide in the cab of a tractor, but Air-1 was able to direct deputies to him, and they arrested him.

Deputies conducted a records check on Mcgovran and discovered three felony warrants issued for his arrest out of three separate counties. Warrants included possession of stolen property out of Tulare County with a bail of $50,000, aggravated battery out of San Luis Obispo County with a bail of $100,000, and a no bail Kern County warrant for carjacking.

Deputies determined the Chevrolet driven by the suspect was stolen out of Kern County. Deputies also found 1.9 grams of Methamphetamine on the suspect.

From the start of the pursuit, Mcgovran was placed in handcuffs approximately two hours and twenty-three minutes later.

Deputies booked McGovran into the Kings County Jail on the three warrants along with charges of evading with wanton disregard for public safety, evading deputies while driving the wrong way, auto theft, possession of the stolen property, resisting arrest, and possession of a controlled substance. Bail was set at $230,000.
